Third, a negotiated solution to Guatemala's protracted guerrilla conflict is critical to improving human rights and to deepening Guatemala's weak democratic experience. After years of stalemate, the peace process made important progress in 1994, signing several agreements and deploying a boo-plus person United Nations human rights verification mission in Guatemala. The talks slowed late in the year, but they have produced another breakthrough in the signing of a key accord on indigenous rights and identity last week in Mexico.
