Genya Baikal and Miron Hauk have accepted another mission - help Hong Kong control its dissidents. But Mayor Qing Yuan Ting has noticed two particular American nationals are assisting the dissidents - Frederick "Freddy" Cooper and his sister Isabelle Cooper. However, Freddy soon has the hots for Genya, and the mayor's scheme to get information on his sister soon backfires with Freddy and Genya escaping!
