The National Summit on Intelligence: Gathering, Sharing, Analysis, and Use after 9-11 report finds that in the years since the September 11, 2001, state, local, and tribal law enforcement agencies have made great strides in their ability to share intelligence, which is a critical factor in our continuing effort to prevent terrorist attacks. However, the full benefits of intelligence sharing has not yet been realized because the process itself remains a mystery to many police officers, and some law enforcement executives consider their agencies too small or too remote to participate in criminal intelligence sharing. These findings, along with recommendations designed to assist law enforcement agencies in overcoming challenges, are contained in this report, which is a result of the COPS/IACP Intelligence Summit held in Washington, DC, held in the fall of 2007.
