Recommendation CM/Rec(2022)14 adopted by the Committee of Ministers of the Council of Europe on 20 April 2022 and explanatory memorandum.
Recommendation CM/Rec(2022)14 on general principles of fair procedure applicable to anti-doping proceedings aims to ensure that the safeguards enshrined in Article 6 of the
European Convention on Human Rights apply fully to antidoping proceedings.
The principles are adapted to the specificity of sport and the singularities of anti-doping. The Recommendation carefully takes into consideration the need for a balanced
approach, notably to protect athletes’ right to private life. It should be applied in all anti-doping proceedings at national or international level.
