When Jeff does become involved, challenging side investigations interfere with everyone's time table, adding frustration to the seething cauldron, which ends in a damning critique of bottled water. Mike Sutton, a tortured war hero with PTSD, who services the coolers involved in the epidemic, tries to assist them, yet he is thought to be behind a possible plot to kill Americans.
